By a vote of 245-178, the House on Wednesday, February 25, 2009, passed the FY09 omnibus appropriations bill (H.R.1105). The bill includes the nine appropriations bills that were not finalized in 2008 (all but Defense and Homeland Security). The $410 billion package was then considered by the Senate over the first two weeks of March. On March 10, 2009, the Senate passed the bill by voice vote shortly after voting, 62-35, to invoke cloture on the bill. During its consideration of the bill, the Senate leadership was able to hold off numerous efforts to amend the bill, thus eliminating the need for a conference with the House. President Barack Obama, despite concerns over the $7.7 billion in congressionally-designated or congressional-directed projects (more commonly known as “earmarks”) contained in the bill, signed it into law on Wednesday, March 11th.
The highlights out some of the major provisions of the bill, including many from a
California perspective.
